After the robust growth in 2006, construction activity posted even higher growth rates in 2007. The value of construction put in place surged by 18.5% over 2006. Activity in civil engineering increased by 24.7% as a result of the construction of transport infrastructure. The construction of buildings grew by 15.5%; within that, non-residential construction was up 20.2%, whereas activity in residential construction decreased by 0.9%. Based on detailed data on issued building permits, the vigorous construction of hotels appears to have continued last year, probably along with the construction of wholesale and retail trade buildings. In interpreting the figure on the value of residential construction put in place we should bear in mind that these figures exclude the activity of smaller firms (see the note under the table), where the construction of buildings is the main activity. Stronger growth was partly linked to favourable weather conditions, especially in the first half of the year. This is corroborated by the business trends regarding the limiting factors in construction. The share of firms that reported bad weather conditions as a limiting factor was much lower in the first half of 2007 than in the previous year. The weather was also more propitious than the year before in the third quarter, but it was less favourable in the fourth quarter, which affected growth in the latter part of the year. The growth in the number of employees increased further last year. In 2007 the number of people employed in the construction sector was 11.3% higher, on average, than in 2006. The number of workers by activity rose particularly in building completion; in the latter part of the year it also increased in general construction. In terms of employee status, higher growth rates were recorded in the number of sole proprietors and their employees.
As expected, construction activity moderated somewhat in the third quarter, yet it remained at a high level. According to seasonally adjusted data, the value of construction put in place by large firms (see note below table) declined by 1.3% in the third quarter. It exceeded the average level of 2006 by 22.7%, falling short only of the previous quarter. Compared with the same period of 2006, the value of construction put in place rose by 16.9%. The increase was much smaller than in the first two quarters (35.5% and 31.5%), but we should bear in mind that construction activity rose substantially in this period last year. Civil engineering construction continued to increase in the third quarter. The value of construction put in place in this segment of construction was 26.2% higher than a year ago. A year-on-year decrease was recorded only in the construction of residential buildings (see table). In interpreting the value of construction put in place, we note that these figures exclude the activity of smaller firms (see note below table), whose main activity is estimated to be residential construction. According to seasonally adjusted data, activity increased relative to the previous quarter only in civil engineering, whereas activity in residential construction was at its lowest point in the last two and a half years. The growth of employment in the construction sector continued. In the nine months to September, the number of employees surged by 11.0%. As in 2006, the highest increases in employment were recorded in general construction and building completion. The share of firms that were unable to find workers declined in November after Octobers record-high value. According to business trends in construction, 47% of enterprises (employing 52% of workers) reported “shortages of skilled workers” as a limiting factor in November. This figure is smaller than in the previous two months, but still well above the average value of this indicator in the last five years (since data have been available).

For example, bullies attribute hostile intentions to people around them and therefore perceive provocation where it does not exist. “What are you staring at?” is a common opening line of bullies. For the bully, these perceived slights serve as justification for aggressive behavior.


In general, children who become the targets of bullies have a negative view of violence and go out of their way to avoid conflict. They tend to be “loners” who exhibit signs of vulnerability before being singled out by a bully. Being victimized leads these children-who are already lacking in self-esteem-to feel more anxious and thereby increase their vulnerability to further victimization. Being the target of a bully leads to social isolation and rejection by peers, and victims tend to internalize others negative views, further eroding their self-esteem. Although bullying actually lessens during adolescence, that is the period when peer rejection is most painful for victims. In a number of well-publicized cases (in Scandinavia, Japan, and Australia, as well as the United States), adolescents tormented by bullies have been driven to suicide.


Evidence indicates that bullying is not a phase a child will outgrow. In a long-term study of more than 500 children, University of Michigan researchers discovered that children who were viewed as the most aggressive by their peers at age eight grew up to commit more (and more serious) crimes as adults. Other studies indicate that, as adults, bullies are far more likely to abuse their spouses and children.

LONDON (AP) — For sale: swimming pool tiles, slightly used, place in rock infamy. The Brian Jones Fan Club is selling tiles from the pool where the charismatic Rolling Stones guitarist was found dead on July 3, 1969. “Its not as macabre as it sounds,” said the fan clubs David Reynolds. “Its just owning something that your hero owned and touched and chose.” Each tile costs $175 and comes with a certificate of authenticity. Ten percent goes to put up a statue of Jones in his home town of Cheltenham, a genteel spa town 120 miles west of London. Since the sale began on the clubs Web site in September, 140 of the 320 blue ceramic tiles have been bought by collectors. The fund has raised $5,700 — about one-sixth the cost of the statue.

He would also pass laws to ensure that even chronically ill patients could receive health insurance. The plan has received a cool reception on Capitol Hill, and alternate proposals, including a full-scale, government-paid national health insurance plan, are under development. But what does America really want for its health care system? The views are many.

The American College of Obstetricians and Gynecologists has issued a committee opinion (similar to a position statement) on vitamin A supplementation during pregnancy. The statement urges that it is essential that obstetrician-gynecologists recognize the possible health hazards of excessive use of vitamin A supplements prior to conception or during early pregnancy. Concerns have been raised in Europe about the possibility that a pregnant woman might obtain a potentially teratogenic dose of vitamin A by eating liver. Some samples of calf liver from Europe have been found to contain extraordinarily high levels of vitamin A. Retail samples from US markets, however, appear to contain much lower levels of the vitamin and would not be expected to be toxic. Because dietary vitamin A intakes in the US are generally adequate, routine vitamin A supplementation during pregnancy is not recommended. If supplements are taken, a dose of 500 IU/day should be considered the maximum intake prior to and during pregnancy. Most prenatal vitamin preparations contain 5000 IU or less, but some over-the-counter products contain 25,000 IU or more. Women who are or may become pregnant and who are using high doses of vitamin A supplements should be cautioned about the potential teratogenicity.
Pooling of groups may not be appropriate EDITOR–West et al reported that vitamin A and [Beta] carotene reduced mortality related t opregnancy up to 12 weeks post partum,[1] but the conclusions cannot be considered to be unequivocal. Any differentials in ascertainment of pregnancies in the different groups could vitiate the results. About 6-7% of the pregnancies ended as miscarriages and stillbirths, and 2% had no reported outcome. Were there any differences between the groups in this outcome? If the 157 women were lost to follow up because they had died it would spuriously decrease mortality in the vitamin A group compared with the placebo group. Although only half the women received [is greater than or equal to] 80% of the intended quantity of vitamin A or [Beta] carotene supplements, mortality was reduced substantially (40-50%). The authors report that the evidence of survival was noticed after 1.5 years of the trial, indicating a cumulative effect of supplementation, which depends on duration of feeding. Thus the women participating for shorter periods would have consumed lower amounts than those participating for longer periods even if they had consumed the intended quantities. In the absence of data on the relation between the total dose and maternal mortality, the authors contention that the risk of maternal death in vitamin A deficient populations could be substantially lowered with modest increase in vitamin A or [Beta] carotene intake is hypothetical. Several relative risks were not significantly different when tested separately for the vitamin A or [Beta] carotene groups but were significant when the groups were pooled. Is the significance spurious because of the increase in numbers due to pooling?
In this controlled trial conducted in Tanzania, 1075 HIV-infected pregnant women between 12 and 27 weeks gestation were randomly assigned to receive vitamin A supplements, multivitamins without vitamin A, both supplements, or placebo for the remainder of their pregnancies. Vitamin A was singled out because previous studies of HIV-infected women had shown particularly high frequencies of biochemical deficiency of this vitamin. The vitamin A supplement contained 30 mg [Beta]-carotene plus 5000 IU preformed vitamin A. The multivitamin contained 20 mg thiamin, 20 mg riboflavin, 25 mg vitamin [B.sub.6] 100 mg niacin, 50 [micro] g vitamin [B.sub.12], 500 mg vitamin C, 30 mg vitamin E, and 0.8 mg folic acid. Among those women whose pregnancy outcome was known, fetal death, low birth weight, severe preterm birth, and small size for gestational age at birth were all significantly more common among women who did not receive multivitamins than among those who did. For each of these outcomes, the risk was decreased by at least one-third by multivitamin supplementation. Vitamin A supplementation had no significant effect on any of these outcomes. Multivitamin (but not vitamin A supplementation) resulted in significant increases in the mothers CD4, CD8, and CD3 counts. The effect of supplementation on transmission of HIV from mother to child was not assessed. These findings indicate that multivitamin supplementation may improve pregnancy outcomes and clinical status among HIV-infected pregnant women, at least in developing countries. The beneficial effect of multivitamins may be mediated through improvement in the mothers immune status and hematological status or through increased placental weight. How the individual vitamins produce these effects is not understood, however. The authors suggest that poor absorption and increased vitamin A requirements among HIV-infected pregnant women might have explained the lack of effect of vitamin A. Higher doses of vitamin A might have a beneficial effect, but the possibility of teratogenicity from high-dose vitamin A supplementation must also be taken into consideration.

Real estate practice is a broad and widely defined area of the law. In a pristine sense it deals with the esoteric subject of real property law and titles. In practice the subject matter handled by real property lawyers is much broader. Many of the areas of law within real estate practice are areas of specialty themselves. Real estate lawyers examine and evaluate real property titles, handle real estate sales, purchases and other transactions, foreclose mortgages, represent developers and contractors in drafting and negotiating development and construction agreements, handle real estate financing, structure and draft the governing documents for planned developments such as condominiums, serve as counsel to community and condominium associations, draft and negotiate leases, litigate title, boundary, and other land disputes, and advise clients respecting zoning and land: use matters. The examination of real estate titles requires knowledge of corporations and other forms of business organization, wills, trusts and estates, and a practitioner handling transactions must understand contractual, business, and tax subjects as well. The subjects that are tested on the certification exam attest to this diversity. They are title issues; real estate finance; environmental and land use; condominiums and homeowner associations; landlord tenant; closings; sellers, buyers, brokers, and title insurers; real property litigation; taxation of entities and other tax issues; and ethics. Some hold an impression that at least some aspects of the real estate practice are not challenging, that the practice is increasingly title company, form, and paralegal driven, and that when business is light any lawyer with a good paralegal can Ado real estate closings. This impression is not accurate. As with any area of practice, successfully representing clients in real estate matters requires knowledge, skill, and experience. The diversity in real estate practice may mean that no one lawyer can be an expert in each practice area encompassing the modern real property practice or that are tested by the certification program. That, however, is not a reason to not seek certification. The committee recognizes that few lawyers are likely to possess specific and detailed expertise in each of the many subjects that fall within the scope of real estate.

Lawyers who handle collaborative divorce cases are passionate about the method. They tout it as a kinder, gentler way to do divorce, a process that saves clients money and reduces the hostility between the soon- to-be exes. But some family law attorneys are, to put it mildly, unconvinced. They believe collaborative divorce is useful for the occasional couple but is, in general, a minefield of inflated hopes and potential ethical problems.
THE POPE has urged Roman Catholic lawyers and magistrates to refuse to handle divorce cases. He warned that divorce was “spreading like the plague” and lawyers should decline to use their profession for, “an end that is contrary to justice”. Pope John Paul II has in the past insisted that Catholic doctors not perform abortions or assist women with contraception. But this is the first time he has tried to tell the legal profession what to do. The reaction from politicians and advocates in Italy has been one of dismay at such open interference in civil issues.

A nurse dropped a false eye in a glass of cola to play a joke on a colleague, a tribunal was told. Christine Mitchelson, 53, is also accused of drawing a face on a patients hernia, subjecting patients to degrading treatment and making racist comments about foreign hospital staff. The nurse, from Newcastle upon Tyne, who denies 12 allegations of misconduct, was unable to attend yesterdays tribunal in London because of ill- health. In one allegation, Ms Mitchelson is accused of giving Pauline Stanton, the ward sister, a cup of cola containing a patients glass eye. Ms Mitchelson is also accused of giving a patient twice the prescribed dose of insulin and of roughly treating five patients.

To the small business owner, the real question is, Where does the hype end and the reality begin? Is the Internet really a viable proposition for the traditional small business, normally constrained by lack of time, staff and money? 10 questions to ask yourself The best way to determine whether or not the Internet makes sense for your business is to apply a simple “yes” or “no” answer to 10 important marketing questions: 1. (2) By providing a history of trade execution information, eBay benefits market participants by reducing information asymmetries while achieving substantial transaction cost economies. Outside readings on current managed competition proposals would augment the textbook discussion well.A short section on the economic effects of information asymmetries in the medical care and health insurance market introduces the concepts of supplier induced demand and adverse selection. Both discussions are short, but the portion on adverse selection especially needs expansion. More rigor, explanatory graphs, and a more extensive bibliography would make the adverse selection concept more useful. This topic is critical to a sound understanding of the functioning of medical expense insurance.The final section deals with value judgments and evaluative economics. The nontechnical explanation of efficiency versus fairness criteria for evaluating medical care policy is somewhat cursory. More technical material is needed to improve the precision of this discussion. However, even without any additions, the text provides a general background on issues of access to medical care, affordability, and quality of care. The difficulty of making allocation decisions given scarce resources is clearly laid out and opens the way for a discussion of policy alternatives.

At the professional level, the chiropractic identity debate rages on, as it has for more than a century, and nowhere to be found in the discussion is how DCs can do a better job for their patients. Are we spine care, NMS, subluxation-based, or primary care/wellness? How do we survive? How do we increase market share? How do we gain cultural authority? How to we preserve or expand insurance coverage? How do we maintain health care parity/equality? How do we get our agenda through COCSA? For the most part, even our research agenda isnt focused on projects aimed at “improving” chiropractic procedures for our patients. Rather, it is frequently about “proving” something we believe in or developing a product or service we can bill for. The patient - whos that? Reduced to its simplest concept, patient-centered care might simply be the golden rule. But it involves a lot more than the ethical mandate of doing the right thing. It also entails doing the best possible thing. Dont get me wrong; health care, including chiropractic, is a business, and a great deal of energy and resource needs to be put into developing, maintaining and promoting sustainable, profitable, ethical business models. But thats a topic for another day. Much of our chiropractic practice focus seems to be greedily geared toward individual marketing strategies aimed at pulling an individual patient into an individual chiropractors office, despite the fact that research indicates this kind of approach alienates more patients than it attracts.1,2 More than a decade ago, the Pew Health Professions Commission issued a report on patient-centered care, outlining specific knowledge, skills and values involved in providing such care.3 Several areas associated with the doctor/patient relationship were identified for which knowledge, skills and values are critical. These areas included the doctors own self-awareness, his or her appreciation of the patients experience of health and illness, developing and maintaining caring relationships, and effective communication (see Table 1). Although these skills may be modeled in training, dedicated focus to these skills typically is neglected in medical or chiropractic school.
The Chiropractor, however, would be one of the longest lasting and best known of chiropractic periodicals (continuing in monthly publication until November/December 1961), and serving multiple functions along the way. Not the least of these would be its role as the “official organ” of the several professional societies BJ. founded and led: the Universal Chiropractors Association (todays ACA) and the Chiropractic Health Bureau (todays ICA).The masthead indicated that the new periodical was published by the Palmer School of Chiropractic and copyrighted by B.J. Palmer. Single copies were available for 5 cents each, or a years subscription for 50 cents, “which may be sent in postage stamps.” The first issue listed a number of articles on its cover:This first issue made what was probably liberal use of photographic images, in addition to the more standard line drawings of the times. It is unlikely that you became a chiropractor to work in an ER. Imagine my surprise when members of our hospitals chiropractic department were asked to take a call in the emergency department (ED)! We are now in our second year of providing chiropractic coverage to the ED. In November 2000, Meadowlands Hospital Medical Center in Secaucus, New Jersey began offering chiropractic care in the ED. In an effort to satisfy the Joint Commission on Hospital Accreditations mandate to better address pain management, Meadowlands ED Director Gina Puglisi,MD, and Albert Cataffi,DC, former chiropractic department chief, developed and instituted a “chiropractor on-call” program. Dr. Puglisi readied the chiropractors with an orientation program to define the roles of the chiropractors and the rest of the ED in treating neck and back pain patients. Patients who present to the ED with neck or back pain are screened by the attending ED physician, who is responsible for ruling out serious pathology, fracture, neurological deficit, and other findings that might contraindicate spinal manipulation. The ED physician may order x-rays, blood work or other diagnostic tests. When a severe condition presents, orthopedists, neurologists or neurosurgeons are enlisted to take over the case. Historically, all patients without serious pathology were given prescriptions and discharged from the hospital, with or without adequate relief. With our chiropractor-on-call program, the ED physician now has the option of calling for a chiropractic consultation, which gives the patient the opportunity to receive additional relief.

Civil engineering construction continued to increase in the third quarter. The value of construction put in place in this segment of construction was 26.2% higher than a year ago. A year-on-year decrease was recorded only in the construction of residential buildings (see table). In interpreting the value of construction put in place, we note that these figures exclude the activity of smaller firms (see note below table), whose main activity is estimated to be residential construction. According to seasonally adjusted data, activity increased relative to the previous quarter only in civil engineering, whereas activity in residential construction was at its lowest point in the last two and a half years. The growth of employment in the construction sector continued. In the nine months to September, the number of employees surged by 11.0%. As in 2006, the highest increases in employment were recorded in general construction and building completion. The share of firms that were unable to find workers declined in November after Octobers record-high value. According to business trends in construction, 47% of enterprises (employing 52% of workers) reported “shortages of skilled workers” as a limiting factor in November. This figure is smaller than in the previous two months, but still well above the average value of this indicator in the last five years (since data have been available).
The growth of construction activity was the in 15 years. This robust growth was again driven by the construction of motorways, in addition to the pick-up in the construction of non-residential buildings, which reached its highest level since 1999 The value of construction put in place surged by 15.3% over 2005. Growth in civil engineering totalled 16.8%. The construction of buildings rose by 14.0%, within that, non-residential construction was up 17.7% while residential construction increased by 2.6%. Based on detailed data about the issued building permits we estimate that the construction of wholesale and retail trade buildings and hotels picked up last year. In interpreting the data on the value of residential construction put in place we note that these figures exclude the activity of smaller companies (see the note under the table), in which, in our estimate, the construction of buildings is the main activity. The number of workers in the construction sector rose sharply in 2006, especially in the final quarter. The number of people employed in construction was on average 7.5% higher in 2006 than in 2005. In the fourth quarter alone, it increased by as much as 9.7% over the year before The number of employees by activity rose particularly in building completion, in the latter pari of the year it also increased in general construction In lerms of employee status, the number of individual private entrepreneurs and their employees rose the most last year. The number of planned dwellings and the total planned floor area of buildings continued to increase in the final quarter of 2006. The planned floor area of new buildings and extensions was 27.5% higher than in the same quarter of 2005 (43 8% for non-residential buildings and 16.9% for residential buildings) In 2006 as a whole, the total floor area of the planned buildings increased by 35.8%. within that by 19.7% for residential buildings and by 56 0% for non-residential buildings The building permits issued last year were granted for the construction of 8.260 new dwellings, which is 19.6% more than in 2005 and 47.0% more than the average of the previous seven years (since these data have been available)

ABSTRACT This treatise concerning moisture precipitation under freezing conditions proceeds from similarity between the coil-frost formations of a recent coil-frost testing program and coil-frost formations frequently found in freezers coincident with frost accumulations around doorways or elsewhere within the room. Calculated data involving dehumidification alternatives applicable to the two (or more) temperature/humidity environments typical of freezer/anteroom complexes are presented, which reveal the paramount role of applied psychrometrics with respect to air-side engineering at freezer temperatures and which, in conjunction with modern control-system technology, prepare the way for a future treatise that promises significant logistics-related benefits through the integration of all refrigeration loads of these high-usage facilities into an overall refrigeration-system design within which coil-frosting need not occur. ASHRAE Technical Committee 10.8, Refrigeration Load Calculations, was formed from a Task Group circa 1983. Coincident with its formation, the ASHRAE director of technology directed questions to the new TC of contradictory refrigeration-system performance where snowlike coil frost was seen regardless of the location at which the ice-crystals first appeared. All questions involved freezer/anteroom complexes. Contradictory instances occurred where the addition of artificial sensible-heat load–with no other change–was accompanied by significantly lowered freezer temperature. Other contradictory instances of lowered freezer temperature occurred simply in response to raised suction temperature, sometimes dramatically, typically a week or so following the change. Such observations in conjunction with one member (Cole 1989) having recently published a paper describing aerosol emissions commonly seen during coildefrosting, which had expanded upon earlier coil-icing research (Stoecker et al. 1983), promrted an early decision by the new TC to prepare and ask the society to fund a testing program for the measurement of freezer heat gain due to coil defrosting under the various circumstances of coil design and operation customarily found in industry. Following forums, seminars, and symposia considering such a program, a Work Statement was eventually approved in 1997 that became ASHRAE RP-1094, A Study to Determine Heat Loads Due to Coil-Defrosting–Phase II.
